Work Programme 2011

An Overview of New Psychoactive Substances and the Outlets Supplying Them

  • Relevant to Actions 14 & 15 National Drugs Strategy relating to monitoring of activities of headshops and businesses involved in sale of psychoactive substances.
  • A report based on a review of new psychoactive substance in Ireland which at the time of the review, were not subject to national legal controls. The report also reviews the outlets supplying these substances. The review was undertaken by the Dublin Institute of Technology.

Drug Use in Ireland and Northern Ireland

  • To fulfill Action 49 of National Drugs Strategy where NACD is designated as the lead body for establishing prevalence and patterns of drug use amongst the general population and where data is used to inform progress on key epidemiological indicators reported to the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA)
  • This series of bulletins will present findings from the 2010/11 Drug Prevalence Survey. The bulletins will also present comparisons with results from the 2006/7 and 2002/3 Drug Prevalence Surveys. A selection of these will be joint publications with the Public Health Information and Research Branch Northern Ireland

Research into Methods and Data Sources for the Estimation of Prevalence of Problematic Opiate and Cocaine Use in Ireland

  • To fulfil Action 49 of National Drugs Strategy as above.
  • University of Glasgow are commissioned to undertake a study to examine the data and methodologies available to estimate the prevalence of problem opiate and cocaine use in Ireland. The report recommends three alternative methods to population surveys using data from drug treatment, probation, prison and police notifications.

Design of Protocol for National Substance Misuse Rehabilitation Cohort Study

  • To fulfil Action 55 of National Drugs Strategy where NACD is designated as a lead body to develop and prioritise a research programme on an annual basis. This study arises from recommendations in the Report of the Working Group on Drugs Rehabilitation.
  • Commissioned to design a protocol for a substance misuse rehabilitation cohort study. The aim of the cohort study would be to measure the rehabilitation outcomes for people who have availed of rehabilitation services in Ireland. The proposed cohort study will include alcohol and drug misuse rehabilitation. NACD has applied to the HSE for co-funding for the alcohol component of this study as alcohol is outside NACD’s remit.

Prevalence of Problem Drug Use, including Intravenous Drug Use, and Blood Borne Viruses Among Prisoners among the Irish prisoner population

  • To fulfil Action 55 of National Drugs Strategy where NACD is designated as a lead body to develop and prioritise a research programme on an annual basis. This study arises from recommendations in the Report of the Working Group on Drugs Rehabilitation where data gaps on prevalence patterns of problem substance use among prisoners were highlighted.
  • Being undertaken by UCD, this study is estimating the prevalence of drug use, including intravenous drug use, and blood borne viruses among the Irish Prisoner Population to determine the need for drug treatment and harm reduction (including needle exchange) services in Irish prisoners. The study comprises selecting a random sample of sentenced and remand prisoners and includes completion by more than 800 participants of a self-administered questionnaire and biological sampling using two oral fluid samples, one for drugs and one for blood borne viruses.

Parental Substance Misuse and the Impact on Children: Consequences, Outcomes and Response

  • To fulfil Action 55 of National Drugs Strategy where NACD is designated as a lead body to develop and prioritise a research programme on an annual basis. Also relevant to National Children’s Strategy and the developing National Data Strategy on Children’s Lives by Department of Children.
  • A review of international and national literature that highlights research, information and data needs on children whose parents have substance misuse problems; different needs of young children and adolescents with regard to parental substance misuse; impacts of substance misuse on children and the family as a whole and health promotion issues.

The NACD has an established a sub-committee structure to facilitate the development and implementation of it's work programme.
